ÜGK: Links with register data of the Federal Statistical Office (FSO)

The use of links with register data to enrich survey data is considered promising in research from a number of perspectives. In view of the further development of the Verification of the Attainment of Basic Competencies (Überprüfung der Grundkompetenzen, ÜGK), the ICER is evaluating the process of linking the findings with data from the Swiss Federal Statistical Office (FSO) in order to inform the ÜGK project management about the process and the quality of the linkage as well as the various potential applications. From the perspectives of the ÜGK and the scientific community, the importance of the project lies in the fact that the use of register data for the validation of constructs generated in the FSO (e.g., socioeconomic status) can be investigated. In terms of resources, this can contribute to the ‘once-only’ strategy of the Federal Government as well as examining potential cost savings for the ÜGK. In terms of data, the focus is on exploring the potential use of register data in terms of data preparation and use, as well as for extended contextualisation of survey data (additional information, information from other sources). Consequences for data storage and use by external researchers will also be explored.

Contents 

The feasibility study on linking the 2016 and 2017 ÜGK surveys with data from the FSO evaluates the linking process, while a dissertation project examines how register data can be used to validate information provided by students on SES. In addition, the project provides information on the extent to which register data can contribute to the Federal Government's ‘once-only’ strategy and identifies potential cost savings.

In the course of linking the data of the ÜGK H4 prepilot, the extent to which register data can be used for the initial reporting of the ÜGK was evaluated under the real conditions of a survey. The focus is on optimising the process between the participating institutions.

Linkage of the ÜGK H4 pilot survey takes place under the real conditions of a ÜGK survey. The register data can be compared with the information provided by the students’ parents in order to make a statement about the quality of the register data. Furthermore, the contribution of register data in the data preparation process will be evaluated. Finally, this project will also clarify the issues of data storage and use for external researchers.
